Thai PM hopeful floods will spare most of Bangkok (AP)

BANGKOK ? Thailand's prime minister expressed optimism Sunday that the country's worst flooding in a half-century would mostly spare Bangkok, as some dikes overflowed but the capital's defenses otherwise held firm during critical high tides.

Waters were receding from many inundated areas of Thailand after killing 381 people, but the misery remained for several communities still under water and feverish efforts to protect downtown Bangkok continued as runoff from the north pushed through on its way to the Gulf of Thailand.

Rescuers evacuated a heavily pregnant woman stranded in the swamped neighborhood of Thonburi in the northern outskirts of the city.

"We had to get her to hospital," said marine rescue team member Nitipat Mongolpradit.

The network of dikes defending against the city's main Chao Phraya river broke down in at least two neighborhoods as a record high tide pushed up from the gulf, with water spilling into streets as city workers and troops rushed to shore up concrete walls with sandbags.

Prime Minister Yingluck Shinawatra told residents of Bangkok to be "confident" as she headed into a government crisis meeting, saying there may be overflow into some areas but that it would not cause any great damage.

"We will recover soon," she said.

Bangkok's governor, Sukhumbhand Paribatra, said the Chao Phraya reached a record level early Sunday of 2.53 meters (8.3 feet), just above what he previously said were dike heights of 2.5 meters. However, the tides were expected to ease below critical levels after Monday, and officials have suggested that the flooding situation will improve after that.

Floodwaters have submerged entire towns across the country's heartland and shuttered hundreds of factories over the last two months. In the past week, the waters have reached into outer neighborhoods of the capital, while its central districts of skyscrapers, apartment towers and glitzy malls have remained dry.

This weekend's high tides were described as the greatest test of the capital's flood defenses, and many wary business owners hastily built temporary cement-and-brick walls around their entrances.

While downtown Bangkok was bone-dry, areas along the city's outskirts saw flooding spread. Seven of Bangkok's 50 districts ? all in the northern and western outskirts ? are heavily inundated. Eight other districts have seen less serious flooding.

Thousands of Bangkok residents used a special five-day holiday to leave town, with some wary of confusing warnings regarding the flood threat and others concerned about sparse supplies in stores due to weeks of panic buying and flood-related distribution problems.

The governor highlighted another threat: sanitation. He urged residents to make less garbage, saying refuse collectors were having trouble reaching all areas of Bangkok.

Ohio exotic-pet farm barely secured cages (AP)

ZANESVILLE, Ohio ? An owner of dozens of wild animals who freed them before committing suicide this week was an avid gun collector who had traded weapons for a monkey, a leopard and a tiger cub, federal documents show.

Terry Thompson built his collection of exotic animals by swapping guns, sheltering animals no longer wanted by their owners and buying others at auctions, according to public records released Friday and interviews with those who knew him.

"Once you have an exotic animal, you're somewhat tagged as someone who will take unwanted or abandoned animals. And that's how it grew," Thompson said, according to a deposition that was part of the government's attempt to seize 133 weapons from him.

No one knows for sure why Thompson freed 56 animals including lions, tigers and bears on Tuesday and then committed suicide, triggering a big-game hunt in the Ohio countryside as police officers shot and killed 48 of them for fear they would harm humans. A 49th animal was killed by one of the big cats. The remaining animals were captured and taken to the Columbus Zoo.

The frightening situation put a spotlight on the lack of oversight on exotic pets in some states. Ohio has some of the nation's weakest restrictions. Gov. John Kasich announced he would push for a moratorium on exotic animal auctions and a crackdown on unlicensed auctions. He had let an order that banned buying and selling exotic animals expire this spring.

Those recent measures probably wouldn't have helped in Thompson's case, though, because he acquired most of his animals so long ago.

Deputies killed 18 rare Bengal tigers, 17 lions and eight bears in a hunt across eastern Ohio that has been criticized by some who say the animals should have been saved. The officers were ordered to kill the animals instead of trying to bring them down with tranquilizers for fear that those hit with darts would escape in the darkness before they dropped and would later regain consciousness.

Over the years, neighbors complained about a lion running loose and regularly called the sheriff about Thompson's horses roaming away from the property where the wild animals were kept.

Thompson, 62, had his share of troubles in the last year. He owed thousands of dollars in unpaid taxes, had marital problems and just returned home only a few weeks ago after spending a year in federal prison for possessing unregistered weapons.

A week before Thompson killed himself, a sheriff's deputy visited his farm because a neighbor complained about his horses getting out again.

Thompson promised he'd check the fences and admitted he was struggling to take care of all the animals, authorities said.

"Terry stated to me that he had just recently got home out of prison and he has not had very good control over any of his animals since he had been locked up," the deputy wrote in a report released Friday.

Thompson's estranged sister said he likely was overwhelmed financially when he committed suicide.

"I can just see him standing on that hill looking at every animal, thinking, `How am I going to do this?'" Polly Thompson told The Associated Press. "And I'm sure he thought, `Nobody wants me.'"

Terry Thompson got by financially on proceeds from a motorcycle business he sold, sales of horse trailers and other equipment and a small family inheritance. He also was a pilot who occasionally flew chartered planes for businesses.

Polly Thompson reluctantly testified against her brother about five years ago when he was charged with starving bison and cattle kept at their parents' farm near Zanesville.

"Anybody that has animals should take care of them," she said in an interview at her home on the outskirts of Zanesville.

Terry Thompson was a gun dealer in Zanesville for many years but told federal authorities he never hunted, according to court records. "Absolutely unequivocally not a hunter," he said.

His wife, Marian Thompson, told investigators that they never sold the animals or opened the farm to visitors.

"We don't want them on display," she said.

She told detectives in the past that they took in the animals because no one else wanted them. She also said she was trying to end the practice.

"I'm going to put a stop to bringing in all these animals. I'm telling Terry, `No more,'" she said in a report filed in April 2005.

Authorities and animal experts went to the farm three years ago during a cruelty to animals investigation and found that some of the cages weren't padlocked and a few were secured with plastic ties that had been partially chewed, according to the records released by the Muskingum County Sheriff's Office.

The director of animal management from a wildlife preserve in Ohio said the bottoms of fences weren't secured and gates meant for dog kennels were used in pens housing the big cats. He also noted that a cage housing two lions should have had a much higher fence.

"There was also a tree in this cage area, and there was nothing to prevent the animal from climbing the tree and escaping," a report said.

Animal pens were scattered on the patio and driveway of the Thompsons' home on the property, and there were several others inside the garage and basement. They had a black leopard in the basement and two tigers and two lion cubs in the garage.

On a patio next to the Thompsons' pool, two lion cubs and one black bear cub were in the same pen.

A veterinarian from Columbus Zoo saw that a tiger was missing its tail and thought it had been ripped or bitten off by another animal in an adjoining cage. Two tigers were in a cage filled with standing water, rotting carcasses and lots of bones.

The zoo officials also expressed concerns about malnutrition and the sizes of the pens.

Thompson also kept a monkey in a cage too small for it to stand up in, kept a wolf in an old car and had a zebra in a horse trailer, said a Muskingum County resident familiar with Thompson who saw the conditions and spoke with the AP on condition of anonymity for fear of repercussions over the comments.

Authorities decided not to take the Thompsons' animals because there were no serious health problems but told the couple to fix the cages or they would get a court order forcing the changes.

Within three weeks, taller fences had been constructed. A county prosecutor then told detectives there was little else they could do because they had no authority to regulate anyone who keeps wild or exotic animals.

Even after the changes, detectives wrote in their final report that "it is impossible for the sheriff's office to say the Thompson property is safe."

Again, this makes no sense:

Cold hard cash. It?s good everywhere you go, right? You can use it to pay for anything.

But that?s not the case here in Louisiana now. It?s a law that was passed during this year?s busy legislative session.

House bill 195 basically says those who buy and sell second hand goods cannot use cash to make those transactions, and it flew so far under the radar most businesses don?t even know about it.

?We?re gonna lose a lot of business,? says Danny Guidry, who owns the Pioneer Trading Post in Lafayette. He deals in buying and selling unique second hand items.

?We don?t want this cash transaction to be taken away from us. It?s an everyday transaction,? Guidry explains.

Guidry says, ?I think everyone in this business once they find out about it. They?re will definitely be a lot of uproar.?

The law states those who buy or sell second hand goods are prohibited from using cash. State representative Rickey Hardy co-authored the bill.

I?m not sure how this is legal, given that federal law states that US currency is considered legal tender for all transactions. Private business don?t have to accept cash, but I?m not sure how a state can ban private business from accepting it.

Lawyers? Am I wrong about this?

Oh, and this was done in the name of crime prevention by a Democrat. Whatever the intent, I am not sure how this is legal, and has the side effect of making everyone more beholden to banks and the credit card industry. Idiocy.

Australians cheer Queen Elizabeth during boat trip (AP)

CANBERRA, Australia ? Thousands of people cheered and waved from the banks of the Australian capital's central lake as Queen Elizabeth II and her husband, Prince Philip, took a motor boat to a flower show Thursday in their first public appearance of a 10-day tour of Australia.

The 85-year-old queen wore a lilac hat and coat and her 90-year-old husband a hat to protect against the late morning spring sunshine as they waved to well-wishers from the open boat beneath an almost cloudless sky. The couple, who arrived Wednesday, appeared fresh despite the 11-hour time difference from their London home.

The fans who greeted the royal couple included Elizabeth Stewart, 83, who flew from her home in Lower Hutt, New Zealand, to see the monarch for the third time. Stewart first saw the queen when she visited New Zealand in 1954, less then two years after her coronation. The queen is the monarch of 16 countries, including Australia and neighboring New Zealand.

Stewart said she disagrees with the Australian government's position that the British monarch should be replaced as Australia's head of state by a president who is an Australian citizen.

"The queen gives us continuity," Stewart said. "Presidents come and go."

Nils Lantzke thinks Australia should have a president, but decided to come to Canberra's Lake Burley Griffin anyway with his alpaca, Honeycomb, which he takes to hospitals as pet therapy for patients.

"I'm not really interested in her as queen of Australia," Lantzke said. "If it was the king of Saudi Arabia who'd come to Canberra, I'd do the same ? make him feel welcome."

Canberra's annual flower show had been extended to accommodate the monarch's visit ? her 16th to Australia since 1954.

The queen will visit Brisbane and Melbourne before opening next week's meeting of the 54-nation Commonwealth in the western coastal city of Perth. Leaders of the nations linked to Britain's former empire, who meet every two years, will consider a range of recommended reforms, including lifting laws against homosexuality that exist in most Commonwealth countries.

The queen's arrival in Canberra late Wednesday was front-page news in Australia's major newspapers.

Prime Minister Julia Gillard, who argues the queen should be Australia's last monarch, and Chief Minister Katy Gallagher, the head of the Australian Capital Territory government, who agrees that Australia should become a republic, were questioned by reporters Thursday on why they had not curtsied when they greeted the queen on her arrival.

Both Gillard and Gallagher replied that protocol allowed them to bow and shake the queen's hand instead of curtsying.

"The advice to me was very clear that you can make a choice with what you feel most comfortable with; that's what I felt most comfortable with," Welsh-born Gillard told reporters.

Governor General Quentin Bryce, the monarch's representative in Australia and the first woman to fill the role, had greeted the queen by curtsying.

Australians rejected a proposal to make Australia a republic at a referendum in 1999. Supporters of a republic were bitterly divided over various options for selecting a president. The Australian Capital Territory, where the queen will spend most of her current visit at the governor general's official residence, was the only state or territory to endorse a republic.

John Warhurst, deputy chairman of the Australian Republican Movement, which is leading the public campaign to change the constitution to create an Australian head of state, said the queen's popularity among Australians would probably doom another referendum to failure during her reign.

"We believe that she is a foreign dignitary first and foremost and Australia's head of state down the line," Warhurst said. "But it's hard to think of an international dignitary ... who's been around longer and has greater respect in the international community."

Taking perfect pictures is no easy feat. Modern cameras, while extremely powerful, can require an extraordinary amount of fiddling before you find the right combination for a pristine photo. The Lytro camera changes that by allowing you to snap photos in the moment, and then pick the perfect focus later.

The Lytro uses a technology that captures the entire field of light in any given scene, rather than simply focusing on a single spot. This allows it to capture what its creators call "living pictures" that can be explored long after the shutter closes. When a photo is taken with the Lytro, the user can upload the picture file to a Mac equipped with the included Lytro imaging software. The company notes that a Windows version is currently in development and will hopefully be released in the near future.

Sad all the way around. And of course, because they had to shoot animals to protect their own lives, PETA ilk have been clogging the sheriff's switchboard with complaints.

Gov't audit: Fed bank boards lack diversity (AP)

WASHINGTON ? Federal Reserve banks need stronger policies to prevent conflicts of interest, a government watchdog said Wednesday.

The banks' board members have apparent conflicts of interest because of their day jobs as executives and corporate directors, the non-partisan Government Accountability Office said in an audit. It said the Fed banks should document directors' roles in overseeing financial companies and request waivers when needed.

The apparent conflicts drew attention during the financial crisis, when an official who served on the boards of Goldman Sachs Group Inc. and the Federal Reserve Bank of New York bought Goldman stock.

Stephen Friedman was chairman of the Federal Reserve Bank of New York, and a director of Goldman, when Goldman came under the Fed's supervision in September 2008. He continued to lead the New York Fed as it propped up Goldman and other banks by offering them billions in aid.

The GAO did not identify any actual conflicts of interest, but it said that the mere appearance of conflicts fuels doubts about the Fed's policies.

"Without more public disclosure of governance arrangements, such as board of director bylaws and director eligibility and ethics policies, there may be continued concerns about Reserve Bank governance and the integrity of the Federal Reserve," the audit says.

The 12 regional banks in the Fed system are private companies, and are not part of the U.S. government. They are owned by the banks that they regulate. Each board has three members who represent those banks and six who represent the public.

Their six public directors are supposed to be drawn from the fields of agriculture, commerce, industry, services, labor and consumer advocacy. Labor and consumer groups are underrepresented, the GAO said.

The audit also criticized the boards' lack of diversity. They are composed mainly of white men, in part because they include mostly senior executives, it said. The GAO analyzed data from the Equal Employment Opportunity Commission and found that diversity in the pool of candidates is severely limited.

The GAO recommended that Fed banks consider a wider range of candidates for their boards, document directors' roles and responsibilities, request waivers when conflicts are possible and post more documents on their websites.

Plastic fantastic: The future of biodegradables

ScienceDaily (Oct. 16, 2011) ? Poly-3-hydroxybutyrate (PHB) is a thermoplastic polyester which occurs naturally in bacteria as Ralstonia eutropha and Bacillus megaterium. Even though PHB is biodegradable and is not dependent on fossil resources, this bioplastic has been traditionally too expensive to produce to replace petroleum-based plastics.

New research reported in BioMed Central's open access journal Microbial Cell Factories describes an alternative method of producing PHB in microalgae.

PHB is synthesised in bacteria from acetyl-CoA using the enzymes ?-ketothiolase, acetoacetyl-CoA reductase and PHB synthase. The genes coding for these proteins were inserted into a diatom (Phaeodactylum tricornutum) resulting in expression of the enzymes and synthesis of PHB in cytosolic granules. After only seven days, about 10% of the dried weight of the diatoms was PHB.

Dr. Franziska Hempel and Prof Uwe Maier from the LOEWE-Centre Synmikro in Marburg, and Prof Alexander Steinb?chel from Westf?lische Wilhelms-Universit?t, explained, "Millions of tons of petroleum-based plastic are consumed every year worldwide causing immense amounts of waste that can take thousands of years to biodegrade -- if at all. Bacterial fermentation is expensive and while people have introduced a similar system into plants, plants are relatively slow growing and biofuel agriculture uses up valuable land. P. tricornutum needs little more than light and water to grow and can produce similar amounts of PHB to the plant systems in weeks rather than months."

In the quest to find biodegradable and renewable sources of plastics these photosynthetic bioreactors may well provide an answer.

Rapper Tone Loc collapses during concert (Reuters)

LOS ANGELES (TheWrap.com) ? These are difficult times for rappers' health. First Rick Ross suffered not one, but two seizures Friday while traveling to a concert in Memphis. Then, on Saturday, Tone Loc collapsed during a performance in Atlanta.

Loc's manager told TheWrap that the rapper -- real name, Anthony Terrell Smith -- "is exhausted after performing many shows in the last few months." After a brief hospitalization, however, the "Wild Thing" and "Funky Cold Medina" star "is fine now."

This isn't the first time that Smith, 45, has succumbed to tour fatigue. In 2009, the rapper collapsed during a Pensacola, Fla., performance. At the time, his manager said that flight delays and heat caused the collapse. In December 2010, Loc was arrested on suspicion of DUI in Los Angeles, though the manager told TMZ that the incident was due to a seizure Smith had suffered.

Earlier this month, Smith pleaded no contest to domestic violence and weapons charges, stemming from an alleged June incident with the mother of one of his children. He received one day in county jail, three years' probation, plus community service and anger-management classes.

Wall Street protests go global; riots in Rome (Reuters)

ROME (Reuters) ? Thousands of demonstrators rallied across the globe on Saturday to denounce bankers, businessmen and politicians over the international economic crisis, with violence rocking Rome as angry protesters torched cars and smashed bank windows.

Galvanized by the Occupy Wall Street movement, the protests began in New Zealand, touched parts of Asia, spread to Europe, and ultimately resumed at their starting point in New York with 2,000 marchers decrying corporate greed and economic inequality.

The demonstrations by the disaffected coincided with the Group of 20 meeting in Paris, where finance ministers and central bankers from major economies were holding talks on the debt and deficit crises afflicting many Western countries.

While most rallies were relatively small and barely held up traffic, the Rome event drew tens of thousands of people and snaked through the city center for kilometers (miles).

Hundreds of hooded, masked demonstrators rampaged in some of the worst violence seen in the Italian capital for years, setting cars ablaze, breaking bank and shop windows and destroying traffic lights and signposts.

Police fired volleys of tear gas and used water cannon to try to disperse militant protesters who were hurling rocks, bottles and fireworks, but clashes went on into the evening.

Smoke bombs set off by protesters cast a pall over a sea of red flags and banners bearing slogans denouncing economic policies the protesters say are hurting the poor most.

The violence sent many peaceful demonstrators and local residents near the Colosseum and St John's Basilica running into hotels and churches for safety.

PEACEFUL RALLIES

In contrast, small and peaceful rallies got the ball rolling across the Asia-Pacific region on Saturday. In Auckland, New Zealand's biggest city, 3,000 people chanted and banged drums, denouncing corporate greed.

About 200 gathered in the capital Wellington and 50 in a park in the earthquake-hit southern city of Christchurch.

In Sydney, about 2,000 people, including representatives of Aboriginal groups, communists and trade unionists, protested outside the central Reserve Bank of Australia.

Hundreds marched in Tokyo, including anti-nuclear protesters. In Manila a few dozen marched on the U.S. Embassy waving banners reading: "Down with U.S. imperialism" and "Philippines not for sale".

Over 100 people gathered at the Taipei stock exchange, chanting "we are Taiwan's 99 percent" and saying economic growth had only benefited firms while middle-class salaries barely covered soaring housing, education and health care costs.

In Hong Kong, home to the Asian headquarters of investment banks such as Goldman Sachs, over 100 people gathered at Exchange Square in the Central district. Students joined with retirees, holding banners that called banks a cancer.

Portugal was the scene of the biggest reported protest action with more than 20,000 marching in Lisbon and a similar number in the country's second city Oporto, two days after the government announced a new batch of austerity measures.

Hundreds broke through a police cordon around the parliament in Lisbon to occupy its broad marble staircase. Riot police brought the situation under control without any more violence than some pushing and shoving.

"This debt is not ours!" and "IMF, get out of here now!", demonstrators chanted. Banners read: "We are not merchandise in bankers' hands!" or "No more rescue loans for banks!"

Around 4,000 Greeks with banners bearing slogans like "Greece is not for sale" staged an anti-austerity rally in Athens' Syntagma Square, the scene of violent clashes between riot police and stone-throwing youths in June.

Many were furious at how austerity imposed by the government to reduce debt incurred by profligate spending and corruption had undermined the lives of ordinary Greeks.

"They have ruined our world, everything that people have conquered," said Maria Kolozi, 56, a school teacher. "With the new measures they have taken they destroy ordinary wage earners. They should beat it."

"What is happening in Greece now is the nightmare awaiting other countries in the future. Solidarity is the people's weapon," the Real Democracy protest group said.

In Paris, around 1,000 protesters rallied in front of city hall, coinciding with the G20 finance chiefs' meeting, after coming in from the working class neighborhood of Belleville where drummers, trumpeters and a tuba revved up the crowd.

"This is potentially the start of a strong movement," said Olivier Milleron, a doctor whose group of trumpeters played the classic American folk song "This land is your land".

Waitress Tiodhilde Fernagu, 26, took a day off work to attend. "For the first time in France there is a uniquely citizens' movement" outside party politics, she said.

"THE INDIGNANT ONES"

The Rome protesters, who called themselves "the indignant ones", included unemployed, students and pensioners.

"I am here to show support for those don't have enough money to make it to the next pay cheque while the ECB (European Central Bank) keeps feeding the banks and killing workers and families," said Danila Cucunia, a 43-year-old teacher from northern Italy.

"We can't carry on any more with public debt that wasn't created by us but by thieving governments, corrupt banks and speculators who don't give a damn about us," said Nicla Crippa, 49. "They caused this international crisis and are still profiting from it. They should pay for it."

Italian Prime Minister Silvio Berlusconi condemned the Rome violence, saying the culprits would be identified and punished.

In imitation of the occupation of Zuccotti Park near Wall Street in Manhattan, protesters have been camped out across the street from the headquarters of the Bank of Italy for days.

The worldwide protests were a response in part to calls by the New York demonstrators for more people to join them. Their example has prompted calls for similar occupations in dozens of cities from Saturday.

In Madrid, around 2,000 people had gathered for a march to the central Puerta del Sol. Placards read: "Put the bankers on the bench" and "Enough painkillers -- euthanasia for the banks".

"It's not fair that they take your house away from you if you can't pay your mortgage, but give billions to the banks for unclear reasons," said 44-year-old telecoms company employee Fabia, who declined to give her surname.

Thousands of protesters also gathered in Barcelona and local radio said, and further demonstrations were planned in more than 60 Spanish towns in the evening.

In Germany, where sympathy for southern Europe's debt troubles is not widespread, thousands gathered in Berlin, Hamburg, Leipzig and outside the ECB in Frankfurt.

Demonstrators gathered peacefully in Paradeplatz, the main square in the Swiss financial center of Zurich.

In London, around 2,000 people assembled outside St Paul's Cathedral, near the City financial district, for a rally dubbed "Occupy the London Stock Exchange".

Joe Dawson, 31, who lost his job as a product developer at Barclays Bank, said he had taken his two children aged 10 and 8 to the rally to show them people had a voice.

"I'm not passive anymore and I don't want them to be. This is their future too," Dawson said. "I work four jobs part-time, I take whatever I can get."

WikiLeaks founder Julian Assange told the crowd: "I hope this protest will result in a similar process to what we saw in New York, Cairo and Tunisia," he said, referring to revolutions in the Arab world.

Crowds numbering several hundred also staged protests in Vienna and Helsinki.

In New York City, hundreds of protesters marched on JP Morgan Chase bank buildings in the financial district, banging drums and chanting, "We got sold out, banks got bailed out", "All day, all week, occupy Wall Street," and "Hey hey, ho ho, corporate greed has got to go."

A police spokesman said 24 people were arrested, most of them for trespassing and disorderly conduct.

Similar protests were held in other cities and in Canada. In Washington, hundreds of protesters turned out, while a couple of thousand people gathered in Toronto's St. James park, a few blocks from the city's financial district.

Emails raise fresh questions on Obama energy loan (Reuters)

WASHINGTON (Reuters) ? An Obama administration appointee at the Energy Department pressed White House analysts to sign off on a $535 million loan to Solyndra even though his wife worked for the failed solar panel maker's law firm, according to internal emails made public on Friday.

The revelation adds new drama to a political battle over the administration's backing for Solyndra, which has filed for bankruptcy and has been raided by the FBI. The newly disclosed emails reveal "a disturbingly close relationship" between the White House, campaign donors and wealthy investors relating to Solyndra, a senior congressional Republican said.

The emails show frequent inquiries from Steven Spinner, who was an adviser to the Energy Department on its use of economic stimulus funding to spur clean energy technology, on the Solyndra loan, according to a report in the New York Times.

On September 29, the Energy Department had posted a "fact check" on Spinner's involvement in the Solyndra case on its website, explaining that he started his job after the company received conditional approval for its loan application.

The department said Spinner "was recused from engaging in any discussions on decisions affecting specific loan applications in which his spouse's law firm was involved out of concern for the appearance of a conflict of interest."

Allison Spinner is a partner at the law firm Wilson Sonsini Goodrich & Rosati, which represented Solyndra.

Energy Department spokesman Damien LaVera said on Friday that the department's ethics officer had cleared Spinner to "oversee and monitor the progress of applications," although he was not allowed to make decisions on loans or their terms.

LaVera added that Allison Spinner had "agreed not to participate in or receive any financial compensation from her law firm's work on behalf of any loan program applicant."

Allison Spinner did not work on the Solyndra matter and the firm created an "ethical wall" between her and any of its work on Energy Department issues while her husband worked for the government, according to Courtney Dorman, a spokeswoman for Wilson Sonsini Goodrich & Rosati said.

While Steve Spinner was at the department, Allison Spinner had agreed to not work on Energy Department issues for clients, and the firm did not discuss or disclose related issues or documents with her, Dorman said.

Steven and Allison Spinner did not respond to requests for comment.

'BREATHING DOWN MY NECK'

The White House, which has aggressively defended decisions made on the loan guarantee, turned over the emails on Friday to the House of Representatives Energy and Commerce Committee, which has been probing the loan for the past eight months.

"The paper trail released by the White House portrays a disturbingly close relationship between President Obama's West Wing inner circle, campaign donors, and wealthy investors that spawned the Solyndra mess," Representatives Fred Upton, the panel's chairman, and Cliff Stearns, the head of the investigation, said in a statement.

The emails show Spinner discussed the pending final decision often with Solyndra officials, Energy Department colleagues, and the White House budget office, the New York Times said.

"I have the O.V.P. and W.H. breathing down my neck on this," Spinner wrote, referring to the office of the vice president and the White House in an email to an Energy Department loan officer.

Spinner, who advises clean tech companies in San Francisco, was an Obama fundraiser during the 2008 presidential campaign, the newspaper said.

Other emails showed top Treasury Department officials were alarmed about an Energy Department decision to restructure the company's debt earlier this year, when it ran out of cash.

The plan allowed some $75 million in private investment to be ranked ahead of the government in the event of bankruptcy. That private fund was backed by a prominent Obama fundraiser, George Kaiser.

IN THE DARK

Mary Miller, Treasury's assistant secretary for financial markets, emailed the White House budget director two weeks before Solyndra filed for bankruptcy, complaining the Energy Department had kept Treasury in the dark.

The loan was provided by Treasury's Federal Financing Bank but was guaranteed and monitored by the Energy Department.

Treasury Department lawyers did not think the law allowed for the government loan to be subordinated, Miller said in an August 17 email to Jeffrey Zients, deputy director of the White House Office of Management and Budget.

"In February, we requested in writing that DOE seek the Department of Justice's approval of any proposed restructuring. To our knowledge, that has never happened,'" Miller said in the email, excerpts of which were provided by House Republicans.

She also complained that "DOE has not responded to any requests for information about Solyndra" despite requests dating to July 2010.

But emails provided by the administration showed that top staff at the Energy Department discussed the concerns with the chief financial officer of Treasury's Federal Financing Bank.

"Ultimately, DOE's determination that the restructuring was legal was made by career lawyers in the loan program based on a careful analysis of the statute," an Energy Department spokesman said.

A Treasury spokesman declined to elaborate on the contents of Miller's email.

The House Energy and Commerce Committee has now requested Treasury turn over all documents related to the Solyndra loan guarantee.

The panel has collected tens of thousands of pages of documents from the Energy Department and White House, and has requested information from two private investors in Solyndra.

The committee has also asked the Energy Department for information on 27 other guarantees backing about $16 billion in loans. The panel is slated to hold another hearing on its findings next Friday, October 14.

There is potentially some big news in the works for fans of the Fast And The Furious franchise.?

Sources tell Twitch that Universal Pictures are currently looking in to the possibility of shooting Fast 6 and Fast 7 back to back in Europe throughout 2012 and, furthermore, that they are entering into preliminary conversations with Jason Statham to explore the possibility of the action star joining one or both films.

Statham is far from a sure thing at this point but if ever a star made more sense for this franchise - particularly if they are shifting to a European base of operations - then I am hard pressed to imagine who it might be.?

Director Justin Lin recently exited the director's role for Terminator 5 due to a scheduling conflict. If this back to back talk pans out that would go a very long way to explaining how that conflict arose.

The October 1998 crime sparked a wildfire of anger around the world. Mathew Shepard, brutally beaten and left to die opened our eyes to bigotry and hate.

Matthew Shepard wanted to make his mark in the world just like any other young college student eager to embark on a career. The political science major from Caspar, Wyoming, had already traveled abroad during his high school years, having lived with his family for a short while in Saudi Arabia, and attended The American School in Switzerland. Back in the states, Matthew pursued his college studies at the University of Wyoming, in Laramie. Fluent in a number of languages and well-liked by most everyone that knew him, Matthew Shepard looked forward to a promising future.

A Murder in Laramie

Matthew Shepard's life changed on October 7, 1998. Two men, Aaron McKinney and Russell Henderson, first befriended and then lured the college freshman to a remote area away from town. The men brutally assaulted Matt and tied him to a split-rail fence. They fled into the cold night, leaving the young man alone to die.

Eighteen hours later a bicyclist happened by and mistakenly thought he saw a scarecrow tied to the fence. Five days later on October 12, Matthew Shepard died from his injuries. News of the heinous crime quickly spread across the globe.

A Hate Crime that Inspired Learning, Acceptance and Compassion

Matthew Shepard had an infectious smile. He had passion for equality and an unconditional acceptance of others. He had the determination to succeed and a strong voice to speak for those who might not otherwise be heard. Matt had trust for people ? a quality that was rare back then and still is today, but one that eventually led to his demise.

Matthew Shepard embodied all that was good in people ? compassion, acceptance, respect, understanding and trust.
