SAN FRANCISCO (AP) -- Football fans held spirited tailgating parties on what so far was a tame Saturday at Candlestick Park, where the 49ers are hosting Houston a week after things turned violent during a San Francisco exhibition game with the rival Oakland Raiders.
Fans were being watched much more carefully this week, with police officers on foot patrolling throughout the parking lots outside Candlestick and also inside the stadium. Others monitored the scene on motorcycles.
Security personnel working the event were asking tailgaters to leave the parking lots after kickoff under new security measures introduced by the team in the wake of what happened.
Two men were shot in a parking lot after the Niners' 17-3 win over Oakland last Saturday. Another man was beaten unconscious earlier in a bathroom, and a brawl involving several fans during the game was captured on video and replayed on the Internet.
Kenny Keltz, a longtime Bay Area vendor who also works Raiders and Athletics games at the Oakland Coliseum, some San Francisco Giants and Golden State Warriors contests as well as California college events, wasn't concerned as he sold programs inside one main entrance a couple of hours before kickoffs.
"Last week was an aberration," said Keltz, known for singing while he sells. "It wasn't the norm."
Still, the events prompted the team to announce new security measures, including a ban on tailgating once the game starts. The NFL also denounced the violence and pledged support of both Bay Area teams, law enforcement and the cities of San Francisco and Oakland while saying it would stay up to date on any developments.
49ers spokesman Steve Weakland said team security and San Francisco police would patrol the parking lots to enforce the ban, asking fans with tickets to enter the stadium. Others were being asked to either buy a ticket or leave.
The team has also said it planned to use postgame DUI checkpoints and have additional police on hand. Weakland would not say how many additional police officers and security officials would be present.
Police planned an increase staffing by 10 percent, with additional plainclothes and uniformed officers, Sgt. Michael Andraychak said.
"We're not expecting anything as bad as last week, but because of what happened we want to reassure folks that we'll have plenty of officers on hand," he said.
NFL spokesman Greg Aiello interacted with fans via Twitter on Saturday regarding fan behavior and how it's handled. "Take responsibility for your own conduct," he tweeted.
At last week's game, more than 70 fans were ejected from the stadium, 12 people were arrested and dozens of medical calls were made. Officials said the numbers were significantly higher than those for a typical home game at Candlestick Park.
Police have not made any arrests in the shootings and beating at last week's game. All three victims were listed in fair condition earlier this week.
Kim Frederick wasn't deterred from returning to Candlestick for the second straight week with her 6-year-old granddaughter, Keyanna, who rode her scooter through the parking lot as they collected cans and bottles for recycling -- and enjoyed some people watching. They live in the projects in nearby South San Francisco and left last Saturday before things turned violent.
"We were a little bit hesitant," Frederick said. "My husband was more so than I was. He said, 'Kim, be careful.' But the parking lots are half as full as they were last week. I don't think it's as big an issue as last weekend when you had two rival teams from the Bay Area. There are a lot of cops here."

As discussed by my colleague David in this forum, the Hungarian parliament, comprised of a single-party controlling majority, is blazing ahead with a series of controversial electoral reforms, media restrictions, and legislative limits to the number of legally recognized religions in the country.
Offering a window into the usually staid diplomatic banter between allies, the State Department?s public reaction last month to events in Hungary generated a spirited and R-rated kerfuffle involving a senior diplomat in the Obama Administration and a founder of the majority Fidesz party who also happens to be a Hungarian Member of the European Parliament. On July 24, Thomas O. Melia, Deputy Assistant Secretary at State?s Bureau of Democracy, Human Rights, and Labor ? and erstwhile professor in the Democracy and Governance program here at Georgetown ? testified before the House Foreign Affairs Europe and Eurasia subcommittee on the topic: ?Eastern Europe: The State of Democracy and Freedom.? He criticized the Lukashenko regime in Belarus, upon which the US has imposed progressively strict economic sanctions, he expressed alarm about the ?assaults on freedoms of the press, assembly, and rule of law? in Russia, and he praised the Turkish government?s decision return property to the Ecumenical Patriarchate, the seat of the Greek Orthodox Church in Istanbul.
On the topic of Hungary, Melia?s prepared testimony expressed concern about recent actions taken by the ruling Fidesz government, particularly the ?unprecedented two-thirds parliamentary majority [attempt] to lock in changes to the Constitution that could solidify its power, limit checks and balances, and unduly hamstring future democratic governments in effectively addressing new political, economic and social challenges.? In response to questions from subcommittee chair Congressman Dan Burton (R-IN) and ranking member Congressman Gregory Meeks (D-NY), Melia straightforwardly echoed the policy enunciated by Secretary Clinton during her late June visit to Budapest: it is incumbent on good friends to raise these issues.
In a particularly unfriendly response, Tam?s Deutsch, a founding member of the ruling Fidesz party and Member of the European Parliament, tweeted in Hungarian, ?who the f*** is Thomas Melia and why do we have to deal with this kind of s*** every day?? This became the headline of a news story in the Hungarian press the following day, and led to a series of articles and blog postings answering the question. An English-language article answered Deutsch?s first question, referencing Melia?s work with the National Democratic Institute in the late 1980s and early 1990s: he trained political party activists and civil society actors in Hungary, including the Federation of Young Democrats (yes, the Fidesz party), in various democratic campaign and election techniques during Hungary?s democratic transition. Other reports, including an Economist article online, observe that Deutsch acted rather hastily without researching the question he posed: before joining the State Department, Melia had a distinguished career as an activist with over twenty-five years of experience promoting democracy and human rights in influential positions at Freedom House, NDI, and what is now the Solidarity Center.
In this case Deutsch was unable or unwilling to substantively address Melia?s well-founded criticism, so rather than defending indefensible policies, he attacked the messenger. Deutsch deserves credit for heightening the international community?s focus on the critical issues raised in Melia?s testimony, including democratic representation, religious rights, and media freedom. Here are the substantive issues for discussion:
Democratic Representation: The Hungary Spectrum blog described the proposed electoral changes on July 12, challenging one significant effort proposed by Fidesz (there are others, including cutting the number of legislators and eliminating compensatory seats). Currently, parliamentarians are elected to the unicameral national assembly, as explained by the International Foundation for Electoral Systems, in a combined single-member district and party list PR system. Single member district elections take place in two stages: a first round, wherein a candidate must win over 15% of the vote to participate in a second round, which takes place two weeks later. The goal of the two-week period and the runoff is to create an incentive for parties and candidates to bargain on the basis of the first round results, to create coalitions and/or to withdraw in favor of a stronger candidate from a friendly party. This has worked very well in Hungary since 1990. In a single round simple plurality system, which is what Fidesz is now proposing, five candidates can split the votes: one candidate wins with only 24% of the votes, with the other four candidates receiving 19% each, totaling 76% of the actual electorate. In the two-round system as it stands, the four candidates would have an opportunity to form coalitions among the top performing candidates and political parties to put forth a candidate to represent more than 24% of the electoral vote in the second round. As David describes, the result of Fidesz?s proposed single round simple plurality system would be to limit the ability of smaller parties to form coalitions.
Right of Religion. On August 9, Freedom House called on the Hungarian government to repeal the ?Law on the Right to Freedom of Conscience and Religion, and on Churches, Religions and Religious Community.? As reported by Freedom House and explored in the Huffington Post, the law reduced the number of recognized religious groups from 358 to 14; reregistering religions must pass a series of tests to demonstrate a history in Hungary, provide a petition with 1000 citizen signatures, and secure approval from two-thirds of the parliament. These restrictions violate the right to freedom of thought, conscience and religion, as outlined in Article 18 of the Universal Declaration of Human Rights, and raise a host of ethical questions about the role of the state.
Media Freedom: In protest of recently announced layoffs of 550 employees of the state-funded radio and television media, hundreds converged outside of the Magyar R?di? station on July 13. Two political parties, the Socialist MSZP and the LMP green-liberals participated in the demonstration and criticized the firings as politically motivated by the Fidesz party. As Melia testified, this comes on the heels of the ?government replac[ing] members of a media oversight board?with candidates aligned with the ruling party.? As explained by Human Rights Watch, the board is now authorized ?to impose fines of up to ?700,000 (approximately $900,000) on media outlets for ?imbalanced news coverage,? material it considers ?insulting? to a particular group or ?the majority? or it deems to violate ?public morality.?? The United States is not alone in criticizing the law: as outlined in the Economist in January, when Hungary assumed the EU Presidency (which it handed to Poland on July 3), Germany and France expressed concern about the law as well.
Hungary is taking a series of democratic detours: these are complicated issues that Melia and his team at the Bureau of Democracy, Human Rights, and Labor spend much of their time analyzing. Twitter captures a single moment in diplomatic time, just as an overheard quip might have a generation earlier; let?s hope that Deutch?s tweet is not indicative of the flippancy with which the Fidesz party is approaching all other aspects of governance, or of more general hostility to Hungary?s democratic allies expressing well-grounded concern about the country?s current deviation from its democratic trajectory.

UNITED NATIONS ? The United States said Wednesday it will ask the U.N. Security Council to unfreeze $1.5 billion in Libyan assets for the cash-strapped rebels in a move to bypass opposition from South Africa, which has close ties to Libyan leader Moammar Gadhafi.
The Obama administration has been trying for more than two weeks to get the Security Council committee that monitors sanctions against Libya to unfreeze the assets, but diplomats said South Africa objected. In the committee, agreement of all 15 council nations is required.
To overcome the opposition, the United States decided to introduce a resolution before the full Council, which does not need a unanimous vote.
"We have called a meeting today and will introduce a resolution that would unfreeze roughly $1.5 billion of Libyan assets to meet urgent humanitarian needs," said Mark Kornblau, spokesman for the U.S. Mission to the United Nations.
"We expect it to have the necessary support to pass," a U.S. diplomat said, speaking on condition of anonymity because he was not authorized to speak publicly. "It's unfortunate it had to come to this point, but South Africa is being difficult."
The U.N. Security Council in February and March ordered all countries to freeze billions of dollars in assets of Gadhafi, key relatives, and members of his regime as well as the Libyan central bank, Libyan investment organizations and the National Oil Corporation. The aim was to punish the regime and cripple its response to protesters demanding change.
Britain, the U.S. and the European Union have called for the quick release of assets to help the opposition National Transitional Council ? now poised to take power ? to rebuild the Libyan economy, restore essential services, reform the police and the army, and pay government salaries.
While the resolution to be introduced Wednesday will just focus on assets frozen in U.S, banks, council diplomats said a second resolution that will cover the U.N.'s mandate in a post-Gadhafi Libya will include proposals to unfreeze assets in other countries.
Council diplomats, speaking on condition of anonymity because they were not authorized to speak publicly, said South Africa agreed to release $500 million for humanitarian aid, but the U.S. said the $1.5 billion was a package and they want release of the entire amount.
South Africa's government has long had ties to Gadhafi, who was a major funder of the now ruling African National Congress' campaign against apartheid.
Diplomats said South Africa wanted to hold up the unfreezing of assets until after a meeting of the African Union, which also has been supportive of Gadhafi, at the end of the week.
The U.S. State Department said Tuesday it wants to make between $1 billion and $1.5 billion in frozen assets available to the National Transitional Council, which appears poised to take control of the country.
The amount represents about half of the Gadhafi regime's liquid assets that have been frozen in the United States. Much of the more than $30 billion in frozen assets in the U.S. is in real estate and other property holdings.
According to a U.S. official, the U.S. has been seeking the release of funds for humanitarian aid administered through non-governmental organizations, for fuel to keep electricity going and lights on, and for the internationally monitored fund set up in May by 22 nations and organizations to help the rebels provide basic items like food and medicine.
ORLANDO, Fla (Reuters) ? Casey Anthony, the young Orlando mother acquitted of killing her toddler, is back in Florida and ready to report by Friday for probation on check fraud charges if her appeal fails, according to her lawyer.
"We have her in a location that's very safe. She has people that care about her around her," lawyer Jose Baez told Geraldo Rivera late on Sunday on Fox News.
Baez did not return a call from Reuters for comment on Monday.
The 25-year-old Anthony, voted the most hated American in a celebrity poll after a jury found her not guilty in July of the 2008 death of her 2-year-old daughter Caylee, dropped from public view following her release from jail. Her lawyers confirmed she had moved out of state.
But earlier this month, a judge ordered Anthony to return to Florida to report for a year of probation for a different crime -- check fraud charges she admitted to in 2010.
Confusion has swirled around that case, now on an emergency appeal in Daytona Beach.
The original judge told Anthony she must serve her probation after her release from jail. But his intent was not written into the final sentencing order, leading corrections officials to allow Anthony to complete her probation while she sat in jail awaiting trial for the murder charge.
Defense lawyers are arguing that the court has no jurisdiction to order Anthony to serve probation now and that such an order violates her rights against double jeopardy.
In his televised interview on Sunday, Baez said Anthony has spoken to her parents, Cindy and George Anthony, but not to her brother Lee.
Part of Anthony's murder defense was a claim she was sexually molested by her father and brother, although the judge ruled that no such evidence was ever presented at trial.
"She's had limited contact with her parents," said Baez, saying he didn't know of any plans for her to return to her family home or reconcile with her family.
He said Anthony had been staying "with close friends of ours that ... are somewhat of spiritual advisers, people who care and are trying to help her get on with her life." Baez confirmed some of those friends are therapists.
Asked whether Anthony had any friends, Baez indicated her only friends were those connected to her defense team.
"There have been people associated to the defense that have grown to care about her significantly. So we all consider ourselves friends of hers," he said.

BEIJING ? Vinegar tainted with antifreeze is suspected of killing 11 people and sickening 120 after a communal Ramadan meal in China's far western region of Xinjiang.
Investigators suspect the victims consumed vinegar that was put in two plastic barrels that had previously been used to store toxic antifreeze, the official Xinhua News Agency reported Monday.
It said the mass food poisoning occurred Saturday night in a village close to Hotan city in Xinjiang, a border region that abuts Afghanistan, Pakistan and Central Asia. The victims were ethnic Muslims who were sharing an evening meal after the daily fast observed during the holy month of Ramadan.
Xinhua said children as young as 6 were among the dead. One person among the 120 sickened was still in critical condition.
Authorities were still testing to confirm the source of the poisoning, it said.
China's food safety record has been battered by the rampant use of illegal or substandard additives by unscrupulous food producers. Milk powder laced with the industrial chemical melamine killed at least six children and sickened 300,000 in 2008. Producers added the nitrogen-rich melamine powder so their milk would seem higher in protein.
Revenge attacks using rat poison or other chemicals are also common in China, where access to firearms and other deadly weapons is tightly controlled.
In April, three children died and 35 others were sickened by milk tainted with nitrite. An investigation showed that a local dairy farmer had put the poison into their competitor's milk supply.
But accidental contamination is also a problem, caused by low hygiene standards, particularly in rural areas, and weak quality control by regulators.
BRUSSELS (Reuters) ? European Union governments agreed on Friday to increase the number of Syrian officials and institutions targeted by EU sanctions and laid out plans for a possible oil embargo, the bloc's foreign policy chief said.
The moves reflected a significant stepping up of international pressure on President Bashar al-Assad, in response to his violent crackdown on protesters contesting his family's four-decade rule over Syria.
The United States and the EU, along with the governments of Britain, France and Germany, called on Thursday for Assad to step down. Major states had until then urged him to reform rather than leave.
The EU initially appeared to move with more caution than Washington, which coupled Thursday's calls with a ban on U.S. citizens from operating in or investing in Syria and a prohibition against U.S. imports of Syrian oil products.
At a meeting in Brussels, EU ambassadors agreed to add 15 people and five institutions to a list of entities already targeted by EU asset freezes or travel bans. The new lists will be subject to formal approval early next week.
They also asked the bloc's diplomatic service, the EEAS, to prepare plans for further measures.
"Proposals are now being prepared for an embargo on the import of Syrian crude oil into the European Union," the bloc's foreign affairs chief Catherine Ashton said in a statement.
"The escalation of the violent crackdown on peaceful protestors and the intensifying large-scale use of indiscriminate military force have shown the complete loss of the Syrian regime's legitimacy, and the necessity for Bashar al-Assad to step aside," she said.

The EU's 27 governments have already subjected 35 individuals, including Assad, to asset freezes and visa bans and targeted military-linked firms tied to the suppression of dissent.
New plans could include companies linked to the regime, not only those involved in repression, EU diplomats said. They could target banking and telecommunications, as well as oil.
Europe has taken an incremental approach to Syrian sanctions in recent months, with some EU governments concerned about harming their commercial interests and long-term relations with the government.
Firms like Anglo-Dutch Royal Dutch Shell and France's Total are significant investors in Syria.
Swedish Foreign Minister Carl Bildt said there were very strong reasons for an oil embargo.
"What one always has to put in the balance is to make sure it doesn't hit ordinary people too much," he said.
"In the situation in which we are now, it is important to send the strongest possible signal."
